SUBJECT: Leaks
REFERENCE: Draft for SSCI Hearing
1. For credibility and understanding outside of our own rather
esoteric world, I suggest pulling back from what can be perceived as
either-or tactics.
2. History shows clearly that controversial intelligence topics
will leak. As for pre-publication review, Orwell's 1984 looms large in
the extensive non-intelligence agency application discussed to date;
we should not be up front pushing for such broad application. A more
limited program, selectively applied during government employment and
a brief period after government service, will still contain the spectre
of Big Brother, but is more apt to fly.
3. A positive, proper and more realizable approach would be to
deal with national defense issues. Nobody. questions the need to keep
secret defense plans, weapons developments and the like. Strengthening
this area through tighter laws, regulations and procedures government-
~.wide (perhaps including polygraph use) can benefit intelligence too,
closing many loopholes, without politicizing.
4. As for the polygraph, the focus on SCI is more realistic than
across-the-board application. Emphasis ought to go to slowly phasing in
a program which ensures that the training, procedures and safeguards
which we have evolved out of our experience are adopted government-wide
"to guarantee that employee rights are protected at the same time that
we strive to strengthen security," to quote from the speech prepared
for your testimony before the SSCI. In other words, we should push the
polygraph only under the condition and to_the extent that it can be used
properly.
