Distribution of Employee Bulletin Regarding
DDCI Swearing-In Ceremony
referred to the DDA by the DDCI's secretary. omplained that the
Employee Bulletin regarding Mr. McMahon's swearing-in ceremony was received
by her on 15 June, some four days after the event occurred!
2. Because of the significance of this event and the limited time frame
between the DDCI's confirmation and the swearing-in ceremony, the Employee
Bulletin was given top priority consideration by the Office of Logistics.
Special courier runs were laid on to get the bulletin to all Agency components
as fast as possible--the bulletins were delivered to the NPIC registry at
1430 hours, 9 June. I am not a61e to explain the circumstances regarding the
time lag in getting the bulletin from the registry to the NPIC employees.
3. It is requested that you convey the above information to
so that she has an accurate account of what transpired. If she wo~ny
additional information regarding the distribution of employee notices, please
let me know.

In re: Employee BulletinCeremonyhon's Swearing-In
1. Logistics Services Division (LSD) received okay
to disseminate notices at approximately 1:00 o'clock on
Wednesday afternoon. The notices were in the hands of
the National Photographic Interpretation Center's (NPIC)
registry at 2:30. NPIC's registry, I'm told, is short of
help and determinedaveathemelowtpriorityefo~tdissemination.

Consequently, they were not disseminated on Wednesday,
Thursday, or Friday. On Monday, the notices were dissemi-
nated to the Divisions within NPIC who then had to break
down dissemination for Branches. To the best of my knowledge,
NPIC employees did not receive the notice until Tuesday.
2. The shortage of help in the registry and registry's
unawareness of the need for priority treatment of the notice
are the reasons stated for the late dissemination. I can't
address the first part of the problem, but the latter could
be cured with some common sense.
