sub: Formulation of Policies on Outer Space Ref: NSAM 1.56
NSAM advises State will organize a committee to formulate
a position on the legitimate uses of outer space, in
particular the question of satellite reconnaissance. CIA
is to participate and a report is due the President 1 July 1962.
You are aware of importance of carefully prepared position
and careful negotiation by the USDEL. You also aware of
fact that prior action in the UN by theUS Delegate placed us
in a difficult position. It is matter of major importance
that satellite recon program of US not be frustrated by
Soviet diplomatic moves. Objective of CIA is to insure the
US position is calculated to permit us to continue this
vital program.
