This is an aide memoire for your conversation with Dr. Scoville on the organization of DD/R. 2 5X1 2. You will recall that during the discussion of the working group we had many sessions on the work of the DD/R and, what it should or should not include. The DD /R at the resent time has acquired DPD 25X1 0 her elements that were suggested or inclusion in the DD /R area were the Office of Scientific Intelligence from the DD/I and the Technical Services Division from DD/P, plus certain other rem search and development elements that presently exist in the Office of Communications. 3. With reference to the Office of Scientific Intel there have been extended. discussions between Dr. Scoville, Dr. Cline and. myself and it boils down to this. The DD/I feels that if he loses OSI, he will simply have to recreate an OSI in order to do his job ?mx?M of intelligence production and estimation. The DD/R obviously would like to have OSI ? not only in order to centralize all scientific and technical efforts in one place, but also for the reservoir of talent that it provides. 4. There have also been extensive discussions on TSD between the DD/P, the DD/R, Chief, TSD and myself. DD/P feels most strongly that most of TSD including the research elements should remain in the DD/P. DD/P on the other hand has indicated willingness to transfer certain projects to the DD/R. The DD/R would like to have all TSD research and. development transferred to his area and feels that the'items DD/P is willing to transfer are "cats and dogs." 5. After considerable study of this problem it would. appear to me preferable to allow the DD/R to grow by evolution and accretion rather than any drastic surgery on either DD/I or DD/P. I believe the DD/R has a tremendous responsibility and a burden in the two major projects for which he is noW responsible. However, I believe that he should be given a high priority for borrowing or acquiring personnel., when needed, from either the DD/I or DD/P. Further, I think he should head and direct a scientific and. technical career service for those individuals in the DD/I or DD/P who would prefer to belong to such a service rather than the DD/I or the DD/P career service. Finally, I would recommend that he be given authority to recruit personnel and develop his own research and development complement with a broad charter as to the areas for coverage. (signed) Lyman B.
