At DCI's Stfff Meeting, General Carter urged. that DD/R act promptly to
establish an office in the Pentagon in the NRO area, and as he put it, to
"infiltrate NRO at all levels."

The DCI restat3d his continued concern and interest in insisting on the
continuation of airtight procedures on the next CORONA shot and asked that
D/NRO be advised of his feelings. Parenthetically he noted that in his opinion
the intelligence targeting of CORONA shots as supervised by the NRO left
something to be desired, amd he added that with the DD/NRO now reporting to him
as the Intel Chief, he saw no reason why this NRO deficiency could not be
corrected. Gen. Carter obse4ved that in his opinion one man could not be
expected to take care of this complex matter, at which point the Director
said, "Then send more people over there." (OSA will take action with DNRO on
procedural aspects of next COR shot.)
