Subj: Definition of Responsibilities Resulting from Agreement between Secty of
Defense and. DCI on Management of NRP
Col. Ledford. said the directive to move the Control Center for the satellite
programs from the OSA control center in CIA to the NRO Control Center in the
Pentagon was out of order without first defining who is responsible for what.
He insisted that his responsibilities be made known at the earliest possible date.
Dr. Scoville agreed, but said he had asked Ledford. to come up with a draft on
how NRO missions and assets should be assigned many weeks before, which had not
been done.
