R. O. 25X1 As you are aware, the NRO has suffered certain growing pains and, more often than not, has been the arena for misunderstanding and friction between the Air Force and ourselves. If the Agency is to play an active role in the NRO, not only as a participating member in the NRP through our IDEALIST, OXCART and CORONA projects, but also in the management direction and coordination of Government-wide reconnaissance programs, then certain changes in the present execution of the NRO are necessary. With the imminent resignation/ of Dr. Charyk as Under Secretary of the Air Force and D/NRO, the time might well be propitious to implement such modifications before the current modus operandi is adopted by a new D/NRO. As an initial step, we recommend ghat the DD/R be designated Deputy Director, NRO, with full cognizance and command in the NRP. Given at least this seat, with voice and vote in the day-to-day decision-making of the NRO, I am confident that the NRO can be employed as an effective tool in the development, direction and management of our national reconnaissance efforts.
