OCI has just produced an appraisal of the: significance of Khrushchev's remarks on abandoning the lunar race. They did so wi.-th substantial help from but without contacting Carl Duckett or myself.'. In fact, I did. not even see a copy of the memorandum before -- in spite of the fact that the Director had. specifics=Lly given this job to Sherman Kent and myself. STAT 2. I raised this with Cline yesterday morning in the strongest possible terms and told. him this would have to stop. Mr. Cline complained that the time limit was short and that he expected supporting help from the offices, and. expected OSI to notify me if it was of interest to me. I al~;o said. this was unacceptable. I told. him that we could rio longer tolerate OCI raiding parties contacting their favorii;e analysts in OSI and by-passing the line of command, which is responsible for the substance of these contributions. C:Line argued that there should be a responsible individual in OSI to whom they could come and inquired about status. STAT I indicated that Owas not yet availak>1e and, until such an arrangement was made, Cline should direct his people to contact the Asst Director for SI in all eases. 3. I want you to let everyone in OSI know that they are not to take assignment unless you personally, or your designated officer, are in the loop and. have control of the problem.
