puter Support to NRO
Satellite Targeting

General Martin notified CIA that NRO no longer required computer
support from the Agency IBM 7090 digital computer for SOC
orbital calculations to target COR and LANYARD.
Dr. Wheelon advised the DCI that this was of concern because
the targeting and orbital chobe of NRO satellites had now
been moved permanently to the West Coast. Part of a pattern
which has been clear for some time, first to consolidate the
Washington satellite ,assets under AF management and then move
them to theWest Coast. We are all agreed that this represents
a serious challenge to USIB influence oveqsatellitelkargeting
and is in clear violation of the original argument which
Charyk used to get SOC into the Pentagon for purposes of
consolidating AF and CIA satellite operations.
What in effect has happened is that the AF activity has stayed
there it was and the CIA activity has been moved to the West
Coast.
