~i4p oved For Release 2004/01/29 : CIA-RDP85B00803R000200010042-6 STAT ILLEGIB STAT X Further Components added to DD/S&T - August 1963 Memo for DDCI, from DD/P (Helms) Subj: DD/P/TSD Relationship to the DDS&T Following our recent discussion on Dr. Wheelon's appointment as DDS&T I reviewed what we have called for the past 10 years TSD's Research and Development program which leads to conclusion that division of responsibilities made last year by I Iwas a reasonable and judicious. TSD has oriented its program strongly towards applications engineering and hardware development in order to provide cl -in support for CS agent operations. CS transferred to DD/R and reduced its budget for FY 64 approximately the equivalent of what was transferred to DD/R. "I particularly welcomed the authorization of I I STAT for this year's DD/S&T r and d budget. There is a serious lack of scientists and engineers in CIA capable of handling problems in long-range research and advanced collection systems. The authorization of these slots and funds, together with the new SPS pay scale, should provide a more favorable atmosphere than existed heretofore for acquiring this vital talent." In connection with reexamining where TSD's r & d should be located, Mr. Helms concluded they should' stay where they are since their transfer to DD/Would be no net gain to the Agency. Dr. Wheelon in the assumption of his new duties should satisfy himself personally on this point by a review of TSD personnel and programs.
