Sub: Review of FY 67 Budget in Relation to CIA Long Rng Plan 18 Jan 66
DDS&T 1967 budget request provided for moderate growth in 25X1
Directorate resources to accommodate execution of its part of 1967
portion of the LRP, some key aspects of which were:
Establishment of information sciences r&d facility in order to
develop techniques and e ui mt for automation in info processing & analysi

Increased research effort for future future collection capabilities.
Increased collection effort against Communist China.
Presently cut back I Iwhich would not allow DDS&T to carry out

"We are proposing a level of effort over the period FY 67 - FY 72 which
will require substantial increases in personnel and, funds. I see no alter-
native to this course if we are to fulfill the basic mission that led to the
establishment of the Directorate of Science and Technology and meet success-
fully the challenging Agency objectives which lie ahead. Our progress has
thus far been limited to some extent by the fact that this Directorate was
established and spent the first few years of growth during a time when
economy restraints inhibited our ability to get on with the job I feel is
necessary if we are to carve out and play a leading role in s and technical
intelligence in the U.S. community. While our planning guidelines call for
substantial increases, I do not believe these increases weigh very heavily in
the scales in relation to other Agency programs, particularly when our
program goals are measured in relation to their eventual pay-off.
ADWlisted the programs which affected the budget level for next five yrs
and asked the DCI's support in obtaining the increase of funds and personnel
required to accomplish them.
