Increased collection effort against Communist China. Presently cut back I Iwhich would not allow DDS&T to carry out 8 Mar 1966 DDS&T 1135-66 Notice of DDS&T Offices that there will be A FREEZE on 1 April of unobligated contract funds pending rejustification of requirements in competition with unfunded rgmts of other DDS&T Offices. 28 Mar 1966 Wheelon to DCI Subj: Response to Combined Program Call (FY 67 - 72) 25X1 "We are proposing a level of effort over the period FY 67 - FY 72 which will require substantial increases in personnel and, funds. I see no alter- native to this course if we are to fulfill the basic mission that led to the establishment of the Directorate of Science and Technology and meet success- fully the challenging Agency objectives which lie ahead. Our progress has thus far been limited to some extent by the fact that this Directorate was established and spent the first few years of growth during a time when economy restraints inhibited our ability to get on with the job I feel is necessary if we are to carve out and play a leading role in s and technical intelligence in the U.S. community. While our planning guidelines call for substantial increases, I do not believe these increases weigh very heavily in the scales in relation to other Agency programs, particularly when our program goals are measured in relation to their eventual pay-off. ADWlisted the programs which affected the budget level for next five yrs and asked the DCI's support in obtaining the increase of funds and personnel required to accomplish them.
