We are proposing a level of effort over the period F Y 67-72
which will require substantial increases in personnel and
funds. I see no alternative to this course if we are to
fulfill the basic mission that led to the establishment of
the Directorate of Science and Technology and meet successfully
the challenging Agency objectives which lie ahead. Our
progress has thus far been limited to some extent by the
fact that this Directorate was established and spent the
first few years of growth during a time when economy
restraints inhibited our ability to get on with the job I
feel is necessary if we are to carve out and play a leading
role in scientific and technical intelligence in the
U.S. community. While our planning guidelines call for
substantial increases, I do not believe these increases
weigh very heavily in the scales in relation to other
Agency programs, particularly when our program goals are
measured in relation to their eventual pay-off.
