On receipt of Cline's request that CHIVE be returned to DDI, the memo was
forwarded to DD/R by LBK with a note that he should "negotiate this out with
the DD/I."
Mr. John Blake, EXO, DDS&T forwarded to Wheelon with note: "Upon receipt of
this missal (sic!) I phoned Kirk and told him it was my understanding that we
were not to "negotiate" this igsue but rather to implement it. He alluded as
to how implementation was our .b. We, therefore, agreed that I would proceed
to discuss with DD/I the transfer of people aryl money. If DD/I and ourselves
could, not come to an amicable understanding on these transfers, I would then
send forward to the 0/P and the Comp. the necessary requests to transfer the people
and money and, on the basis of this action, DD/I could appeal to Kirk the decision.
