Memo for EXO/DDS&T (Blake) from Joseph Becker, ADCS
Referred to Mr. Borel's Panel 375.
Said Borel had been given assignment over which he cld.excercise
only indirect control while at same time did not remove similar
responsibilities from AD/CS charter.
Computers nd data processing are part of a complex technical
field. Kirkpatrick recognized this when the OC,S'mission
was assigned to DD/S&T. Although Paul has best of intentions
I am convinced that day by day tech s pervisn,"and directn
of programs is essential if CIA expects to Ake progress in
that field. Some Agency components h=ve be,n encouraged to
reclama interests in computer field gi en -p previously
since they believe the ExD r has-sh. responsibility
I think the committee approach to CIA data processing is the
least effective-way to get things done.
Becker xemom suggested that ExDir confine Borel's role to
OODIB (external) and give Becker internal data processing
matters. Approval and publication of OCS Mission and
-Functions Statement plus concomitant rescission of Panel 375
would effect this.
