OCS Organization - No DAD and O functioned as 2nd in command.
Originally Plans and Admin. were.together in one staff;
subsequently split to get leverage for upgrading Admin Off.
and make direct line of command from AO to EXO.
Some confusion and overlap in functions between the two
staffs later reported to EXO.
I Irecommended no change be made at present. and
chiefs of two staffs try to work it out.
