activities over the next several months, an Interactive Services

At a briefing of Mr, Duckett on 27 Feb 1970, one question
which came up was --
Where should the dividing line be drawn between those
OCS ADP courses that are directly computer-oriented and
those that involve math, OR, or other training that is
indirectly related to computers and which might better be
handled by OTR?
Any action taken on this?

During the latter part of March 1970, an abnormal amt of
trouble was encountered on the TSS. Trouble started
with minor software problems and was compounded by a
multiplicity of hardware failures. This caused blame
to be placed on software when in reality it was the
hardware that was failing.

Savings resulting from Use of Computers
When the DCI was briefed on EDP in the fall of 1969
he requested the DDS to prepare a report showing what
the Agency had saved by installing the several computer
systems now in use.
The IPB was requested to assist in gathering;information
for this report. Chairman, IPB, felt the info already
submitted to OPPB under rgmts of BoB Circular A-79 was
not sufficient, but the information needed to be sharpened
up for the specific report the DCI desired.

The IBM 360/67 software was for time-sharing,
Initial experience with it was not promising as the IBM
Time-Sharing System (TSS) software did not perform
acceptably. The first release of PL/1 (the IBM computer
language for the 360 system) was defective and created
poorly performing code so that programmers were reluctant
even to use subsequent versions (although they were im-
proved). Much of the work in debugging the 360 system
was done by OCS people, and therefore a great deal was
learned which aided in solving other Agency computer
problems, and in the process a strong, professional cadre
of computer technicians was built up in OCS.*
