Trouble started with minor software problems and was compounded by a multiplicity of hardware failures. This caused blame to be placed on software when in reality it was the hardware that was failing. The IPB was requested to assist in gathering;information for this report. Chairman, IPB, felt the info already submitted to OPPB under rgmts of BoB Circular A-79 was not sufficient, but the information needed to be sharpened up for the specific report the DCI desired. The first release of PL/1 (the IBM computer language for the 360 system) was defective and created poorly performing code so that programmers were reluctant even to use subsequent versions (although they were im- proved).
