Procedures for Installing and ADP Remote Terminal Device
"When OCS first got into the 'terminal business,' it worked
its way through a few terminal installations before fully
realizing the number of organizations in the act (OS, OC, OL,
GSA, etc.). Without going into all of the details, it will
suffice to say we were all feeling our way through the process.
As the picture became a little clearer, OCS began to set up
a procedure and took the basic responsibility for getting
the needed information from the user into the hands of OS, OC,
and OL. It seemed to make sense to have OCS pull the pertinent
pieces of data together for a user's terminal; there were so
many that it was easier for OCS to act as the focal point for
action than to ask each user to shepherd his request through
the bureaucracy. Ifi many cases, OCS felt like a hapless

customer.

Now the original OCS procedures for requesting terminals
have evolved (with much work along the way} into two
Agency papers--one for requesting and one for installing.
It strikes me that at this time and with the standardization
that these papers will bring to the whole process, it is
appropriate to have the user prepare the requesting memo
outlined in para II A of the first paper. .....

DCID 1/16 relates to security policies on resource-sharing
computers.
Its coordination was still pending on 27 November 197Q when
Mr. Ianps wrote to the D/Security requesting app o or
the processing of on the OCS 360/67 Computer STAT
System. in OCS. He said that approval had already been
granted for the processing of SI/T'K data on the system and
from a tech viewpoint he felt it was inconsistent to single STAT
out for restrictions over and above those
applying to SI TK material. Because of the current
restrictions OCS was having to invoke special, costly
procedures to meet OSP needs in this regard. In addition
if these restrictions continued the plans for OCS future
attainment of an overall "system" in the Computer Center
would be seriously affectedl~l,~.
