Over these 36 years, our sense of purpose and our mettle have been tested abroad and at home but we can take pride in the knowledge that the product of this Agency has been invaluable to our presidents in governing this great nation. During this period, like so many of you men and women here today, the Central Intelligence Agency has reached its prime. We have learned how to do many things well. We also have learned from our mistakes and how to avoid similar problems. With this experience we are better able to face the future. On the other hand, the danger of institutional maturity can be the temptation to try only those things experience tells us will work. We must always look for better ways to do our job and rededicate ourselves to doing the best possible job, whatever role we play as individuals. Our most valuable resource continues to be our employees. Without the talented, dedicated personnel such as yogit would be impossible to provide the high quality intelligence product on which the [President relies in making decisions affecting the national interest. With regard to some matters of current interest, I am sure that the budget is high on that list. I am encouraged that our priority programs will proceed as planned. We still have a severe shortage of space. As you are aware, plans are underway for the new building. We are optimistic that we will get the funding that we have requested.Cnd also be able to reach a favorable compromise with the citizens of McLean on anticipated traffic problems.] A continuing concern of mine is the problem of leaks of classified information. You should be aware that I take my statutory responsibility to protect sources and methods extremely seriously. currently, problems such as the ease of xeroxing is a matter of particular concern. All Agency personnel must cooperate not only in tightening up and educating others to the problem we have, but in sending a signal that we mean business. For too long unauthorized disclosure has been a risk-free business where the perception is that no one is ever penalized for handing out classified information or for careless handling of that information. I can assure you that is being changed. A bill to establish criminal penalities for unauthorized disclosures of classified information has been cleared, by OMB. I urge every Agency employee to take his or her responsibility in this matter very seriously. Each year at this time we honor a representative group of dedicated employees who have completed significant milestones in their careers. I am happy to be able to honor many of you personally this morning as we acknowledge the service each of you and this Agency has provided in the interest of our country's national security.
