Jones whose ingenuity, resourcefulness, attention to detail and mastery of both the law and the facts of a complicated customs penalty case, United States v. Volkswagen of America, led to a settlement pursuant to which the Government will receive a total of $25 million which according to the Commissioner of Customs makes this the "greatest penalty case in the history of the United States Customs Service." Deputy Director of Operations Antitrust Division Presented in recognition of his leadership and distinguished service to the Antitrust Division in the support of litigation. He has proven himself to be a versatile, talented, and highly respected career antitrust trial lawyer and litigation manager. Assistant Director Legal Counsel Division Federal Bureau of Investigation Presented in recognition of his outstanding contributions in support of litigation through the willing sharing of his efforts, time, experience and knowledge over a period of years in a position of grave responsibility, for goals beneficial to the American public, the Department of Justice and the Federal Bureau of Investigation. Baskin, whose trial skills, ingenuity, dedication to duty and ability to coordinate and present facts developed during a massive investigation conducted by the Federal Bureau of Investigation, six metropolitan police departments, and several foreign countries resulted in the successful prosecution of two criminal cases in which the leaders of a nationwide Croatian terrorist organization were convicted of violations of the RICO statute relating to their participation in a series of murders, bombings, extortions and other terrorist acts. Trial Attorney Civil Rights Division Presented in recognition of her professionalism and dedication to duty in the case of United States v. County of Fairfax. Her preparation, advocacy and leadership resulted in success at trial and a decree which guards against future discrimination, provides specific relief to 685 individual victims, and provides vivid warning to other employers of the consequences of discriminatory employment practices. Assistant Attorney General for Administration Justice Management Division Presented in recognition of his outstanding achievements in effecting management improvements throughout the Department, his dedication and personal efforts in ensuring a quality working environment with the best technological tools available for all levels of Department employees, and for his crucial role in ensuring effective implementation of policy initiatives of the Attorney General. Director Executive Office for U.S. Attorneys Presented in recognition of his support in implementing recommendations of the Task Force on Violent Crime, and his highly skillful and dedicated management of the Offices of the United States Attorneys. Under his leadership, the quality of services rendered to the Offices of United States Attorneys has continually and substantially improved despite budgetary reductions. He has been especially effective in the development and implementation of major regional and agency-wide policies and programs that have significantly enhanced the drug enforcement effort. Attorney-in-Charge New Orleans Strike Force Criminal Division Presented in recognition of exceptional dedication and initiative in developing and preparing imaginative prosecutions of leaders of organized crime. Major convictions and impressive sentences were secured in the BRIBERY-LABOR project by aggressively, and unselfishly pursuing prosecutive opportunities across normal jurisdictional lines. Branch Director, Federal Programs Branch Civil Division Presented in recognition of his outstanding contribution to the United States in his coordination and supervision of the litigation resulting from the Professional Air Traffic Controller Organization Strike of August 1981. McCullough Special Agent Drug Enforcement Administration Presented in recognition of his extraordinary courage and risk of life in the line of duty. Although gravely injured, he led rescuers to the scene of an assassination attempt in order to save a fellow Special Agent. Special Agent Federal Bureau of Investigation Presented in recognition of the exceptional services he has rendered to the Department of Justice, the Federal Bureau of Investigation, and the American people through his prolonged activities monitoring organized Crime at great personal risk which have resulted in numerous criminal indictments. Chief, Criminal Section Civil Rights Division Presented in recognition of his effective and efficient management of a complex and sensitive program of civil rights criminal prosecutions marked by his sound judgment, professionalism and personal dedication to the Constitution and the rule of law. Enforcement Specialist Office of the U.S. Marshal Chicago, Illinois Presented in recognition of his courageous, exemplary and highly successful leadership of Fugitive Investigative Strike Teams I, II, and III, which have had a significant impact in reducing violent crime and removing criminals from society. Although most of the 25 recipients of what are known collectively as the Attorney General's Awards were recognized for outstanding performance as administrators or for exceptional legal work, two were cited for acts of bravery. The awards were presented at the 32nd annual awards ceremony in the Great Hall, the Department's auditorium. More than 100 other Department employees were to receive awards for their achievements at ceremonies held separately in the divisions in which they work. "The number of awards is not sufficient to match the exemplary performance seen every day in this Department," Attorney General Smith said. "Although improvements can always be made by each of us, the level of performance exhibited by Department employees is very high indeed. For that, I thank each one of you--as do all of the American people." The Department's highest honor, the Attorney General's Exceptional Service Award, was presented to William L. Colwell, executive assistant director of the Federal Bureau of Investigation. "He has brought both economy and technology to the FBI. And while he has been instrumental in improving the technical machinery of the Bureau, he has been equally tenacious in improving the quality of life of its people. He cares about the agents and their families and understands the difficulties and hardships of the job--because he has been there." John W. Black of St. Paul, Minnesota, a private citizen, received the Attorney General's Meritorious Public Service Award for having played a key role in an FBI investigation of corrupt public officials. Black is an area president of ARA Transportation, Inc. "It is worth repeating," Attorney General Smith said, "that effective law enforcement is not possible without an involved citizenry--and that the citizens of this country contribute daily to the fight against crime--often at great personal risk." The Attorney General, commenting on the award winners cited for bravery, noted that substantial numbers of Department employees were engaged in work exposing them to great risk. "This Department is responsible for the domestic defense of our society--and it suffers casualties in the war against crime," Smith said. One of the employees cited for bravery was Special Agent Kelley D. McCullough of the San Antonio, Texas, field office of the Drug Enforcement Administration. While on a drug investigation in Colombia last February, McCullough and a fellow agent were abducted and shot by several men posing as police officers. Wounded three times and left for dead, McCullough walked three miles to obtain help for his partner. McCullough was one of the recipients of the Distinguished Service Award, as was the other employee commended for bravery, Special Agent Joseph D. Pistone of the Federal Bureau of Investigation. For six years, Pistone acted in an undercover capacity to penetrate the Bonanno "family," one of the major New York units of the crime syndicate. His work led not only to indictment of members of the Bonanno family, but of members of other New York families and one in Milwaukee. While the Attorney General's Awards normally go to Department of Justice employees, Ernest Mayerfeld of the Central Intelligeiv,e Agency received the John Marshall Award for Interagency Cooperation in Support of Litigation. The citation noted Mayerfeld's "support for both. defensive and affirmative litigation in the area of national security."
