REFERENCE DCI Directive on Intelligence Disclosure Policy,
Dated 25 May 1983 (attached)
1. Your assistance is requested for insuring prompt and
effective implementation within your organization of the
provisions of the recently issued DCI Directive on Intelligence
Disclosure Policy (Ref.). The directive, which you reviewed in
draft earlier this year, is the result of a year-long community
study. The study was aimed at defining fundamental criteria and
basic procedures that, among other things, would insure that US
officials "speak with one voice" in intelligence disclosures.

SUBJECT: Implementation of Intelligence Disclosure Policy
3. The DCID on Intelligence Disclosure Policy identifies
focal points within the Departments of State and Defense, and
CIA, to facilitate the coordinating and recording process. Other
organizations that anticipate a need to disclose intelligence to
as defined in the DCID, should identify
to the appropriate focal point a component that will serve as a
central contact in carrying out the required coordination and
recording.
