4C System Administrator, DDA/OS
SUBJECT: Requests for Access to 4C
1. IOC (Initial Operation Capacity) of the 4C System is
scheduled for March 1983 on a stand-alone computer system. The
security requirements of the 4C System require dedicated terminal
lines to that computer system. Surveys were conducted during the
design phase of system development for the purpose of determining
the need for access to 4C at IOC. As a result of the surveys con-
ducted computer hardware requirements were determined and system
configuration was accomplished. Consequently, access to the 4C
System, at IOC, must be limited to those offices requiring access
at that time.
2. Therefore, it is requested that each Directorate ADP
Control Officer inform all component offices under his jurisdiction
to forward to me (at room 5E-11 Headquarters,0 all requests 25X1
for terminal access to the 4C System. Each request will be reviewed
for determination of need. Those requests which are approved will

be forwarded to the Office of Data Processing for action. Those
requests not approved will be returned to the originating office.
It should be mentioned, too, that all requests forwarded to this
office must be approved by the originating component finance
office to cover costs that might be incurred for access to the
4C System.
