1. This paper examines certain aspects of the leak
problem - the unauthorized release of classified information to
the media - and makes recommendations pertaining to two
significant aspects:
What can be done to lessen the vulnerabilities
of Sensitive Compartmented Information (SCI) on
Capitol Hill?
How can the DCI's authorities and powers be
strengthened on the matters of protecting SCI and
preventing leaks in the Intelligence Community?
