SUBJECT: Rescission of MF Evaluation Procedure
REFERENCE: HN 0 dated 25 February 1983

1. Action Requested: Rescind the formal panel evaluation system for MF
technical employees GS-06 and below to coincide with the office of Finance's
decision to abolish the formal panel system utilized to evaluate MF clerical
and secretarial employees GS-06 and below.
2. Background: The office of Finance evaluates all employees by grade as
opposed to functional area of expertise. At the present time there are sixty
(60) MF Careerists at grades GS-06 and below. Nine (9) of the MF Careerists
in this group, eight (8) GS-06's and one (1) GS-05, are currently designated
as technical employees. Clerical and technical employees ordinarily work side
by side and perform similar functions; the primary distinction between the two
categories is found in theKlevel of formal education achieved at the time they
were hired by the office of Finance. Many clerical employees within the MF
Career Subgroup are pursuing their formal education in order to meet Office 01
Finance requirements pertaining to their eventual conversion to technical
status. Due to this unique situation, the office of Finance has found it
extremely difficult to equitably evaluate GS-06 and below technical employees.
3. Recommendation: Request approval be granted to rescind the formal
panel system as it pertains toMF Technical Careerists GS-06 and below.
