Thanks for the information pertaining to your unfunded needs outlined in reference A. As you may be aware, we have a staggering list of hard_ unfunded requirements throughout the Directorate which must be satisfied during FY 1983. Our experience indicates that any relief from elsewhere in the Agency will not be received in a timely manner. I have, therefore, decided to ask all Directorate components to absorb their unfunded requirements to the maximum extent feasible. In contrast to last year's strategy, we will not impose an assessment on each Office's resources to cover hard unfunded requirements. 25X1 2. I hope that the above general guidance twill be of Borne use to you in the execution of your program throughout the remainder of the fiscal year. I t?rould ask that you be particularly alert for any surplus funds vrhich we c e 25X1 to provide for urgent needs in the Directorate which cannot be postponed. 3. With specific regard to your need for additional positions in this fiscal ear, they are simply not to be had. We have recently been directed to absorb a position reduction from the 0 positions :,hich we expected to receive this 25X1 fiscal year! As the do get closer to reality :rith respect to our anticipated increase in positions in FY 1984, we do plan a complete Directorate-wide review of our needs similar to the exercise that was conducted 0 last spring.
