Childs, Jr. Comptroller Congressional Hearings on 1984-1985 CIA Program and Budget (C) Friday, the season of the congressional budget hearings is upon us and for the next few months we will be spending considerable time explaining our 1984 program to congressional reviewers. The Comptroller's Office, in cooperation with Legislative Liaison Division of External Affairs, will serve as a clearing house for coordinating the presentations and the rovision of any additional information concerning the 1984 CIA program. 2. We have had a number of discussions with key staff members of our four principal committees and have an appreciation for the particular issues and topics that both the staff members and congressmen are likely to concentrate on. To ensure that our statements about the 1984 program are completely consistent with the data contained in the Congressional Budget Justification Book and that we are fully responsive to congressional concerns and interests, we would like the opportunity to review and comment on your formal presentations. Thus far, only the authorization committees have drawn up detailed schedules for hearings and these are attached. The appropriation committees will likely not get into motion on the NFIP program until April. 3. SSCI. The SSCI is on a fast track this year and plans to complete its hearings in March. As you know, Ed Levine has asked for a series of background briefings which will form the basis for many of the formal questions that the SSCI will pose. We expect to get many, if not all, of these questions before the hearings and will make them available to you as soon as we receive them. As was the case last year, the SSCI will conduct a series of NFIP-wide functional hearings beginning on 1 March: SECRET Approved For Release 2008/06/04: CIA-RDP85BO1152R000500580101-0 1 March, 1400-1700, DCI NFIP Overview; 3 March, 1000-1300, HUMINT Collection (CIA witness: John Stein); if 1400-1700, Overview, Technical Collection (focus will be on overhead systems and no CIA witness has been identified); 10 March, 1000-1300, Analysis and Production (CIA witness: Robert Gates); 11 March, 1000-1300, Covert Action (CIA witness: William Casey); 15 March, 1000-1300, Counterintelligence (CIA witness: William Casey). 4. Written statements and brief oral presentations will be required for each of these sessions. The statements and presentations should summarize overall capabilities and shortfalls against the various geographic and functional targets, and briefly describe the FY 1984 program, highlighting the major new initiatives proposed. The witnesses will be responsible for preparing this material; the DDO will also be responsible for preparing the 5. HPSCI. The HPSCI hearing on the overall CIA program for 1984 is scheduled for 6 April from 0930 to 1230 with a separate session on covert action scheduled for the same time on 14 April. The Executive Director will questions and w rs - The four Deputy Directors and the Comptroller will also attend as witnesses and may be called upon to answer specific questions about their present activities as well as their plans for 1984 through 1988. My staff will prepare the formal statement, which is to be submitted to HPSCI by 1 April and will circulate the draft for your comments during the week of 14 March. = 6. Jim Bush of the HPSCI has discussed the committee's interests with the Executive Director and me and indicated that he will provide us formal questions a week or so before the hearing itself. He also suggested that we sprinkle the presentation with success stories, i.e., interesting "nuggets" that clearly demonstrate some of our more noteworthy accomplishments. We will need your assistance in identifying these items, and would appreciate getting your suggestions by the end of this month. If necessary, additional suggestions can be accommodated when you review our draft. Bush also suggested that we bring along some interesting "gadgetry", and we look primarily to S&T for assistance on this one. Again, please give us your suggestions by 1 March. 7. It is our expectation that the covert action briefing on 14 April will be a repeat of the briefing on this subject for the SSCI. In view of the economic conditions facing the country, we can expect close scrutiny of our budget request this year. It is imperative, therefore, that we make the strongest case possible for the resources we have requested. Your personal involvement and continued support is essential if we are to be successful.
