SUBJECT: Reprogramming of FY 1983 Funds

1. It is requested that you authorize the Office of
Security to reprogram a total of $256K from fan 710103 to
meet the following critical requirements:

necessary to upgrade the Office of Security's
Headquarters Security Branch communications
network. The existing equipment, which supports
the entire Headquarters area, to include the
DCI Protective Staff, Security Duty Office, and
Federal Protective Officers, is over 11 years

vehicle, which transports large amounts of nego-
tiable instruments, is frequently out of radio
contact due to the many "dead spots" in the
Washington metropolitan area. In short, the
system is unreliable, frequently needs repairs,
and "bleeds" over into other networks.
A dependable two-way radio communications
network is an essential ingredient in the Office
of Security's ability to provide the necessary
level of security protection to the DCI and to
the Agency's Headquarters compound and outlying
buildings. Procurement of this badly needed
equipment would also enable the Office of Security
to significantly expand the range within which
this network operates, and would reduce and/or
eliminate the many "dead spots" which now exist.

It should be noted that funds for this communi-
cations upgrade are budgeted for within an office
of Security FY 1985 New Initiative, but this New
Initiative is now ranked at a level that its
survivability is doubtful.

of Security's Securit Records Division (SRD).
The Wang System would be networked over
an encrypted line to SRD, and would thus allow
real-time transmission of investigative reports
and/or other types of information between Head-
quarters and The utilization of the Wang
Alliance System is a proven means of increasing
productivity and, linked to Headquarters, would
significantly improve the timeliness with which
these reports are submitted to the Office of
Security. This improved timeliness, when combined
with the known increase in productivity which Wang
has demonstrated in the word processing arena,
would be of tremendous benefit to the Office of
Security in fulfilling its background investiga-
tive requirements for applicant and industrial
case processing. The establishment of this
initial Wang network 0 would be a first
step in the Office of Security's long-range goal
of fully utilizing available automated data
processing equipment to increase production and
reduce case processing time.
2. The funds for the above two important acquisitions for
the Office of Security would be reprogrammed from existing funds
within fan 710103 which supports the Community-Wide Computer-
Assisted Compartmentation Control System (4C). All FY 1983 tasks
within this fan pertaining to 4C's implementation have been com-
pleted, and the reprogramming authority requested herein would
not adversely affect any facet of the 4C Program.
