Request to Reprogram Funds in the Intrusion
Resistant Optical Communications (IROC) Project
1. Request approval to transfer funds between object
classes as follows:

2. Background: IROC is a fiber optic communications system
with wide application for the Agency; e.g., CRAFT. An intrusion
resistant system obviates the need for cryptographic protection
of the signal and is cost effective. Originally funds were
intended for procurement of IROC equipment. However, a potential
technical security vulnerability recently surfaced which will
require further analysis, redesign and modification by the
contractor (Hughes). Therefore, funds are needed in SOC 2540 to
support this effort.
