SUBJECT: Request for Reprogramming Authority
1. The purpose of this memorandum is to request repro-
gramming authority in a total amount of $1,650,000 in Fiscal
Year 1983 funds.
2. There is a requirement to relocate and partially
resize a set of chilled water lines, steam lines and an
electrical duct bank which are presently under construction
in a location which conflicts with the current plan of the
new }Ieadquarters Building. The initial cost of these utility
lines is funded by the General Services Administration while
the Agency can be expected to fund the changes which are esti-
mated to be $1,650,000 including an expedited construction
schedule to make certain that this work is completed prior
to corunencing construction of the new building.
3. Funds for this work can be provided by reprogramming
within the Office of Logistics' budget. Specifically, $1,20G,000
in FAN 78-1125 intended for the transformer vault, and $450,000
in FAN 78-1122 intended for architectural design of the new
building can be used for this effort. 1Ve originally expected
the r.ew building architectural design specifications to amount
to $4,300,000, but firm contractural requirements amount to
only $3,850,000 resulting in a savings of $45C,000.
4. Accordingly, it is requested that reprogramming be
approved as indicated in paragraph 3 above to accomplish tide
work in paragraph 2 above.
