SUBJECT:-.~`..Transmittal of Adopted Federal Employment and Federal
Facilities Elements of the Comprehensive- Plan- for the-
National Capital
We wish to thank all of the agencies, organizations and individuals who
reviewed and commented on these two. important Federal elements of the
Comprehensive Plan for the National Capital. Enclosed for your
information are copies of both elements as adopted by the Commission on
March 3, 1983 and a copy of the related Executive Director's Report
which summarizes the Commission's evaluation of all of the comments
received. The adopted elements reflect the modifications made by the
Commission after its review and evaluation of the comments and sugges-
tions received.
These are the fourth and fifth Federal elements to be adopted by the
Commission. A sixth element, Parks, Open Space and Natural Features,
was adopted on June 2, 1983 after public review and comment. A seventh
proposed element, Preservation and Historic Features, is currently
being circulated for public review and comment and is expected to be
adopted this summer. The eighth and last of the proposed Federal
elements identified to date by the Commission, Visitors and Tourists,
is expected to be completed and circulated for public review and comment
about the end of the calendar year.
These two elements contain important policies relative to future pro-
posed land acquisition, construction, leasing and other activities by
Federal agencies and departments in the National Capital Region. They
provide guidance to those Federal agencies that submit proposed
projects, plans or programs in the Region to the Commission for review
and comment or approval. We urge that those responsible for making
such submissions in your agency acquaint themselves with these adopted
policies prior to future submissions.

In view of the anticipated significant reductions. in Federally-occupied
leased space in the Region between now and the year 2000, the Commission
has requested that: all Federal agencies planning to locate and/or
relocate concentrations of Federal employment into, out of, or within.
the Region, submit all proposals involving 100,000 square feet or more
of leased space, together with an analysis of their economic impact on:
the Region and on affected jurisdictions. Such proposals should. be
sent to the Commission for regional referral, review and comment.prior
to taking any action thereon.
