Schley Acting Regional Administrator National Capital Region General Services Administration Washington, D.C. 20407 Dear Ms. Schley: Regarding your letter of February 18, 1983 concerning Executive Order 12003, the Central Intelligence Agency (CIA) supports the policy of winter temperature controls set in the 65-68 degree Fahrenheit range. I believe that energy reductions have been realized at the CIA since 1975, and General Services Administration personnel in the McLean Field Office have been recognized for these efforts. If the operating posture of the CIA had remained static since the 1975 energy saving base year, I am confident that even greater savings would have been achieved. The Agency, however, has had to expand its computer and communications systems to provide critical intelligence in the shortest possible time. Since 1975, the Agency has found it necessary to convert thousands of square feet of low energy office space into high energy computer and communications space, and to begin implementing the automated office concept. This has obviously impacted on the 20 percent energy reduction goal of Executive Order 12003. This trend will continue into the late 1980's with the planned construction of a new building at the Headquarters site. While this new building will include more computer-type space than is present in the existing building, modern and innovative operation will be incorporated in the final plans of that building. Fitzwater Deputy Director for Administration Central Intelligence Agency Washington, DC 20505 This letter is written to request your assistance in enforcin xl the heating N}t~ goals and constraints we will be operating under this winter in General Services Administration (GSA) controlled buildings located within National Capital Region (NCR). We are all subject to Executive Order 12003, which among other things, mandates a reduction of buildings' energy usage of 20 percent during the period 1975 to 1985. Instead of a reduction, we have experienced a 2 percent increase in the NCR in FY 82. Much of this increase could have been avoided with help from the occupying agencies. Abiding by the FPMR prescribed temperatures and turning off lights and equipment when not needed will hopefully reverse the upward trend. With your help we can turn this around. There has been some confusion over President Reagan's Proclamation "Rescission of Emernency Building Temperature Restriction", of February 17, 1982. This Proclamation revoked the earlier Proclamation No. 4813 which covered emergency building temperature restrictions nationwide in both private and Governmental sectors. The revoking of the emergency restrictions put all GSA-controlled buildings (including leased buildings) under the guidance of the existing Federal Property Management Regulations (FPMR) (Title 41 Paragraph 101-20.116-3). This FPMR, which has been in effect since 1974 (see Federal Register Title 39-P39267), sets the temperature policy in GSA-controlled facilities at 65-68 degrees Fahrenheit in the winter. The required temperature levels are consistent with standards set by the Occupational Safety and Health Administration. All utility hills, even those in excess of allowances, must be paid by NCR. If utility allowances are exceeded, other services we provide your aqency will be affected.
