MEMORANDUM FOR: Deputy Director for Administration
Director, Intelligence Community Staff
SUBJECT: Joint IHC/DODIIS Contract with MITRE
1. The staff of the Information Handling Committee (IHC) has been
working closely with elements of DIA and the COINS PMO in the development of
improved data communications networks serving production elements of the
Intelligence Community. In furtherance of our common objectives, I have
approved the execution of a contract with the MITRE Corporation to provide
joint engineering and technical support to the IC Staff and DIA/RSE. A member
of the IC Staff will be the COTR on this contract and funding will be provided
by DIA. Virtually all facets of intercomputer communications among both DOD
and independent agency elements of the Intelligence Community will be
addressed under the terms of the proposed contract, including the minimum
safeguards now being developed by the COMPUSEC initiative.
2. Support required to be given to this interagency initiative by the
Office of Logistics has been discussed by members of the IC Staff with the
appropriate members of the staff of the Office of Logisitics. They are aware
of no legal or administrative impediments to this initiative. Since I
consider it to be very important that we encourage cooperative efforts in this
critical area of Community concern, I deemed it appropriate to notify you that
this initiative has my approval and support and to request your cooperation
and that of the Office of Logistics in the management and administration of
the proposed contract.
