SUBJECT: Hewlett-Packard Company, Digital Equipment
Corporation, and 3-M Company
Pursuant to your request, I have asked contracting officers
having cognizance of contracts with the subject companies to
review their records for any possible conflict of interest
situations involving the Director of Central Intelligence (DCI).
These contracting officers have completed their reviews and have
certified that all such contracts were processed in accordance
with existing Agency regulations and that they are unaware of any
interest or involvement by the DCI relative to these contracts.
These certifications are on file in the Procurement Management
Staff, Office of Logistics. Based solely on this information, I
have no reason to believe that the DCI has in any way influenced
the award or administration of these contracts or that these
contracts were awarded or administered other than in strict
accordance with existing Agency regulations.
