The GSA fleet management program is undergoing dramatic change. State-of-the-art
business systems are being instituted to deliver service in more efficient and
convenient grays. First we plan to trim down to 56 "Fleet Management Centers",
as shown on the enclosure. This consolidated network will provide the same
level of service as received from GSA's 96 motor pools. Customers will no
longer drive to motor pool facilities to seek automotive diagnosis, maintenance,
and fueling services. GSA regional maintenance control centers will provide
telephonic diagnosis and authorization of repairs. Drivers will be directed to
the nearest approved commercial vendor to obtain needed services. GSA mobile
inspectors will ensure contractor performance meets our safety and reliability
standards. A virtually maintenance-free passenger fleet may result from a new
shortened 2 and 3 year vehicle replacement cycle test.
Local snort-term passenger vehicle needs also will be fulfilled through the
commercial sector. We endorse the Administration's private sector reliance
policy and will limit in-house dispatch service to locations where commercial
coverage is not feasible. GSA rental company contractors will be strategically
located to meet customer requirements.
With these initiatives in place, GSA can close 40 motor pools with no interruption
in service. Our regional program representatives will work closely with your
local officials during implementation. You should expect more convenient,
efficient, and appealing transportation services from the revitalized Interagency
Fleet t-ianag., ;:ent System. GSA is posturing the program to acc canodate new
business. We are available and would welcome the opportunity to deliver lour
agency more comprehensive fleet management support.
