As I am sure you are aware, last September the United States
Government submitted its legal brief, consisting of its Memorial
and 5 volumes of documentary annexes, to the International Court
of Justice in the case between the United States and Canada over
their maritime boundary in the Atlantic Ocean off the coast of
New England. Because of the complexity and importance of this
case to the United States, the Department of State had requested
the assistance of the Central Intelligence Agency (CIA) in the
preparation, reproduction, and printing of the written pleading.
You responded by letter of March 24, 1982, that the Agency was
prepared, to the extent feasible, to provide us with
cartographic, reproduction, and printing services in support of
the adjudication. As I have indicated to and others
of your Photography and Printing Shop, the assistance provided by
the CIA in regard to the Memorial was outstanding, exemplifying
the highest quality and level of professional expertise and
dedication.
The various components of both your Printing and Photography
Division and your Cartography and Design Group worked closely
with the Department's representatives during all phases of the
planning, scheduling, and final reproduction and printing of the
Memorial, under extremely short deadlines. I would like to
reiterate my appreciation and that of the Department for the
extraordinary efforts of all who worked on that project
including articularl

We are currently preparing the next brief to be filed with
the International Court of Justice in this adjudication, the
Counter-Memorial. That brief is to be filed with the
International Court of Justice on June 27, 1983. In the view of
the Department of State, the continuing assistance of the CIA is
crucial to the timely preparation and submission of that brief to

the Court. I hope that the CIA will continue to provide us with
cartographic, reproduction and printing services in support of
