With reference to your 25 July memo
to the DCI on space, I am concerned about
the statement you make in paragraph 9, i.e.,
that you propose to establish a moratorium
on the acquisition of additional space
until of ter we have occupancy in the new Hqs
building. Such a statement implies that the
Agency will see zero growth in FY-85, 86
and 87 or that you intend to stuff whatever
growth there is into existing facilities.
That appears to be short-sighted.
