ODP-0668 dtd 20 May 1980 C. ODP-0694 dtd 23 May 1980 1. Action Requested: That you expedite, if possible, a decision on subject network interface. 2. The Office of Research and Development RECON Guard program was initiated in accordance with Recommendation No. 1 of Reference A, which was agreed to by D/ODP and D/OCR (References B and C). Recommendation No. 1 identifies the COINS network as the test vehicle for the ORD.Guard System development effort. 3. Delay in making a final decision on external network access. to Agency resources, in general, and use of the COINS network for the Guard System effort, in particular, has caused adverse schedule and cost impact to the Guard program. Continued delay rapidly increases the severity of this impact. Further, ORD has not programmed resources (funding) to cover the impact caused by'this delay. Initial estimates on cost impact range from approximately 4. I recommend that you initiate the necessary actions to arrive at a decision on the above issues as soon as possible. In addition, Chairman/IHC should be advised of the impact on the ORD Guard System Development Program incurred from increasing delay in reaching a decision on the COINS network/RECON issue. 6.
