MEMORANDUM FOR THE RECORD
SUBJECT: CAMS2 Meeting on 4 March 1983
1. Senior officials from ODP lead b myself,
land OS lead b met with senior TRW
officials ( e a on 4 March to discuss
several issues related to the status of CAMS2. The meeting was
helms a result of the misconception of both
project.
that there was a problem in clearing people for the CAMS2
2. The meeting was held in four parts. The first part
covered the question of clearances. CAMS2 is receiving top
priority. This means that the worst case will require two months
for ISA clearance. The more common case where there has been an
EBI or some kind of past clearance will take no more than three
weeks. This was acknowledged by all parties concerned to be
excellent. I made it clear that there has never been at any time
in the past nor is there at present a security problem relating:to
the time it takes to clear people for CAMS2. What there has been
since the very beginning of the project'is a serious staffing
problem which TRW has been,unable. rectify. Since September
1982 when I told',this to nothing has changed. We'hav'e
lost five more months and TRW his no names in process for security
clearances as of'this date. It,wasmade clear to TRW that other
projects they have with the Agency will be impacted because of:the
preferential treatment given to CAMS2.. Incredibly, TRW was
unwilling to agree to accelerate their processing schedule to
shorten the time it takes (presently two weeks) to , get., the names
to OS. About 20 names-will-be submitted in the near-,"future for: OS
to clear for the project. TRW plans.to bring on 1S subcontractors
who already have clearances immediately.

4. The next two parts of the meeting involved just ODP and
TRW management. Agreement was reached on the following:

together a credible cost estimate. TRW will remove any personnel
not absolutely essential to making IOC immediately.

5. The last portion of the meeting involved just)

I agreed. I told him, however, that cost would be an issue with
us that we would have to resolve. I also told him tha

neglect as We agreed to keep in touch on a Weekly
basis to be certain that real progress was being made. I told him
that TRW had managed to waste months of precious time, thereby
making an already difficult task next to impossible.
6. TRW is very much on trial. I believe we can afford to
give them two weeks to turn the situation around with regards to
staffing. All short-term solutions involve other contractors and
the use of staff personnel. These are actions that we are
responsible for taking.`' However, anything short of a massive,
movement of qualified TRW personnel to the CAMS2 project will be
too little too late. Equally important, TRW must be willing to
absorb the cost overrun that we will be facing in three weeks
(when work is complete). It is difficult to give TRW
anything but a zero grade for the management of.CAMS2 during the
last five months. This includes not only the project manager, but
Messrs. as well.
