Your mero of 7 March 1983, is correct. I rechecked with
and OP does have all equipment they have ordered from WANG WP. They are using
it as they (OP) they see fit. They do not necessarily have all WANG equipment
they need--but they have not budgeted for it and are playing with "84 unfunded"
and "85 initiative" money games.
