For a number of years, I have been aware of the potential problems which would?
occur if the developing world did not resolve its-food problem. To help
resolve this explosive issue, my firm has attempted to implement a PL 480
Title I/III Program in Egypt. In this effort, we were unsuccessful as
segments of the bureaucracies in both countries were opposed to the program,
while the leaders of Egypt simply did not understand what we were proposing.
In reviewing the Washington Post of October 30, I came across the attached
news story of your speech at Westminster College. Based on this story, I felt
you would have interest in a revised proposal I have just made to the
Government of Egypt to move their economy forward, as the objectives of the
program are those you proposed.
Attached for your review is a letter to President Hosni Mubarak in which my
firm has proposed to invest in excess of $2 billion in the Egyptian economy in
specific.-development programs. Also enclosed is the profile of an economic
development program we have proposed which identifies projects in which we are
prepared to invest.
As you peruse this proposal, you will ascertain that I have proposed
military-industrial and agricultural programs. Normally we would not have
proposed such an extensive program. Unfortunately, the US has been
unsuccessful in its attempts to secure the use of the Egyptian facility at Ras
I3anas for our RDF forces. At the same time, Egypt has been unsuccessful in
its attempts to secure a program of parity in military and economic
assistance. In these circumstances, I felt there was a basis for a new
approach as an alternative to past failures.
During/the preparation of the attached proposal, our research led us to the
concl,kision that while the leaders of Egypt have requested parity with Israel
in discussions with US officials, they have not provided an implementation
program for the parity request. We have prepared such an implementation
proposal as part of our program. The key to the parity program is the level
of real economic return to Egypt.

I would appreciate your views on the program we are proposing as it can be
used as a pilot program for other areas, either with or without the military
component. One of the missing ingredients in the developing world has been
private industry initiative. I find more and more American private industry
not wishing to become involved in the developing world. This failure, in my
opinion, is to a significant extent the result of our government's lack of
support for such efforts. Our company's effort will not succeed if the US
Government fails to support the program, or opposes it. Both are equally
damaging. This is true even for the industrial/agricultural elements of the
program, not only for the military elements which obviously require direct
governmental negotiations. Egypt and several other countries in the Arab
world are valued allies. In light of the recent memorandum of understanding
signed with Israel, our program could be timely and a vehicle to demonstrate
equal treatment in the Middle East.
In conclusion, I want to thank you in advance for reviewing our proposal.
