Fitzwater Deputy Director for Administration SUBJECT: The National Communications Security Committee 1. In response to your question at this morning's staff meeting, the National Communications Security Committee (NCSC) makes recommenda- tions regarding communications security policy to the Secretary of Defense, who is the executive agent for CONISEC for the U.S. Government. 2. Voting members of the committee are: State, Treasury, Transportation, Energy, Army, Navy, Air Force, NSA, CIA, and the Attorney General. There are numerous other Government agencies who attend the Committee's meetings as observers. The Committee is chaired by the Assistant Secretary of Defense for C31 and its executive secretary is from NSA. The Committee meets, at minimum, twice a year. 3. In connection with COMSEC policies, you should be aware that we have a negotiated agreement with NSA which provides us with an exemption allowing us to produce and employ our own crypto devices for use in agent communications. 4. Please let me know if you desire any additional information on this subject.
