The expected average rate is 300 per month. This includes projected increases in terminal installation activity for DO ALLSTAR upgrade, the SAFE project, LIMS, ACIS, and other development projects scheduled for this time frame. It is envisioned that some locations will require a WANG connection to the CAMS2 machine and this fact has been considered in the projection. In addition, 2 Delta Data terminals, and the required communications lines, per year will be required to be installed at the W2 building. As the CAMS2 P/S develops it is required that we communicate with our counterparts in various development and operational locations. It is anticipated that within three years new collection systems will be in development, systems will require operational upgrades, and user needs will expand greatly. We must be able to communicate quickly and completely with these other components if we are to meet our requirements. REQUIREMENT: In conjunction with the Office of Data Processing, examine way to employ an LAN technology as the future means of communications in Agency buildings. This endeavor should culminate in the installation of such facilities in the FY 87 - FY 89 timeframe. This technology should be explored as a means to satisfy Agency data communications requirements. TIME REQUIREMENT: FY 87 - FY 89 IMPACT OF LACK OF SERVICE ON OTHER PROGRAMS: No specific program will be impacted; however, adequate service may not be provided unless this facility exists, particularly if the 10,000 terminal connectivity objective and higher bandwidth support objectives are met. This is a software package developed by Finance and used on the CRAFT equipment at all field installations (foreign and domestic) Where CRAF" equipment will be located. o Sufficient communication capability for all field installations to handle a volume of. three full pages of outgoing (to Headquarters) data on a weekly basis, (one partial page if transmitted on a daily basis) and fifty (50) full pages of incoming financial data weekly (from Headquarters). o Provide communication link between ADP hardware and communication equipment at Headquarters and WANG equipment and communication equipment at all field installations in order to eliminate manual process of getting data transmitted. o Provide facsimile communication link between all field installations and Headquarters (both directions) o Provide communication capability between Headquarters and all field installations (both directions) for the use of the wxr, PIC' (professional image computer which can capture, process, and communicate images). o Provide real time network between Headquarters and all field installations (both directions). JUSTIFICATON: New.systems LIMS and ACIS will require terminals at each work station in Compensation and MCD Divisions, in addition other system enhancements and new systems will require that most centrally located OF personnel will require a terminal at their work station. Provision of .expanded services within the McLean compound is essential. JUSTIFICATION: Operating efficiency of Agency components affected will be enhanced. Many duplicated facilities will be consolidated. JUSTIFICATION: It is anticipated that FBIS Daily Report produc- tion, with full implementation of the MIDAS, will result in 600 typeset pages per day. P&PD cannot support this require- ment without electronic communications from the MIDAS to P&PD's proposed Digital Prepress System. TIME REQUIREMENT: FY 1986 IMPACT OF LACK OF SERVICE ON OTHER PROGRAMS: Failure to install. the proposed communications link would require that the FBIS Daily Reports continue to be typeset on photographic paper at a cost of approximately $150 per day in materials plus 4-5 work hours. There would be an additional problem of meeting the daily production deadlines because of the current manual operation which is very labor intensive. JUSTIFICATION: JPRS is automating the text-processing functions for the 55 publications it supports. These publications contain an average of 1,1400 pages that are sent to P&PD for printing every day. The electronic transmission of this data will save work hours, decrease job throughput time, and eliminate much of the current labor-intensive manual produc- tion support to this requirement. TIME REQUIREMENT: FY 1986 IMPACT OF LACK OF SERVICE ON OTHER PROGRAMS: Failure to install the proposed communications link would require that the current labor-intensive production process for JPRS continue and that little, if any, improvements could be made in either job quality or throughput times. TIME REQUIREMENT: FY 1986 IMPACT OF LACK OF SERVICE ON OTHER PROGRAMS: The elements of the Digital Prepress System will continue to operate in a stand- alone environment with magnetic media and hardcopy documents hand carried between components. The overall impact of lack of action on this requirement would be the use of large amounts of personnel resources and inadequate support to the Agency's finished intelligence production. JUSTIFICATION: In order to maximize the utility of P&PD's Dicomedia computer graphics system, the Dicomed graphics COM recorder, and the Disspla and Tellagraf software packages, it is necessary to link the concerned systems. TIME REQUIREMENT: FY 1986 IMPACT OF LACK OF SERVICE ON OTHER PROGRAMS: Failure to install the requested link will hinder the anticipated utility of the newly purchased Dicomed COM recorder by making it necessary to output graphics generated utilizing Disspla and Tellagraf on low quality plotters; or if high quality is needed, magnetic tapes would have to be written and transported to the COM device for output, thereby severely affecting job turnaround times. A lack of adequate communications capability would in general limit the intended usefulness of a system for which considerable growth is anticipated. JUSTIFICATION: It is anticipated that because of space constraints in the Headquarters Building, P&PD will relocate its COM facility to the P&P Building in the mid to late 1980s time frame. In order to provide adequate support for this operation with a minimum of resources, a communications link with ODP must be established. TIME REQUIREMENT: 1988 IMPACT OF LACK OF SERVICE ON OTHER PROGRAMS: If P&PD relocates its COM facility and there is no communications link to Headquarters availble, it will result in less than adequate service to the Agency's COM customers and will require large amounts of personnel resources for transmitting and handling magnetic tapes. TIME REQUIREMENT: FY 1986 IMPACT OF LACK OF SERVICE ON OTHER PROGRAMS: If this proposed communications link was not established, a very important portion of the DDI/DDA Automated Publishing Network could not be interfaced. JUSTIFICATION: P&PD must now manually produce microfiche of all finished intelligence publications. This communications line will allow the microfiche production of finished intelligence in an automated manner and relieve P&PD of the manual, labor- intensive operation now in effect. TIME REQUIREMENT: FY 1986 IMPACT OF LACK OF SERVICE ON OTHER PROGRAMS: Microfiche produc- tion of finished intelligence would continue in the manual mode of operation. Dissemination/turnaround time of the microfiche finished intelligence product cannot be improved. In order to accomplish this, it is necessary for OS to upgrade its communications equipment which will provide for minimum data transfer rate of 1,200 bps (necessary to support Wang WPS communications). secure voice, secure facsimile and a "Wang to VM" link for office and Headquarters follow- ing the initial installation. JUSTIFICATION: A secure communications network will greatly expedite investigative actions and clearance processing. The only existing requirement the Office of Training and Education has for new communications services from FY 1986 through FY 9990 is the upgrade of both voice and data communications 2. A response in the requested format is not being submitted since the Office of Communications (OC) completed a detailed survey and recommendation, which included cost information, for (reference OCDN-M83-117 dated 8 March 1983). A decision will be made as to the extent of adaptation of the OC recommendation. The result of this decision will be included as a new initiative in OTE's FY 1986 budget program submission. The OC/Domestic Networks Division will be advised of the result of the decision. 3.
