of Administration are attached. Each Office has listed the new requirements
in priority order. A Directorate priority has not been assigned. The Office
of Information Services and the Office of Medical Services reported that they

Terminal Installation
REQUIREMENT:
Provide general support for terminal installation and
relocation of terminals in Headquarters, outbuildings to
include remote depots, and overseas stations to support LIMS
requisitioning activity. The expected average rate is
300 per month. This includes projected increases in
terminal installation activity for DO ALLSTAR upgrade,
the SAFE project, LIMS, ACIS, and other development
projects scheduled for this time frame.

TITLE:
CAMS2 Communications Upgrade-New User Locations and Enhancements
REQUIREMENT:
Approximately 4 to 6 9.6KB lines per year to connect P/S users and
system operators will be required within CONUS. It is envisioned
that some locations will require a WANG connection to the CAMS2
machine and this fact has been considered in the projection.
In addition, 2 Delta Data terminals, and the required communications
lines, per year will be required to be installed at the W2 building.
As the CAMS2 P/S develops it is required that we communicate with our
counterparts in various development and operational locations. It is
anticipated that within three years new collection systems will be in
development, systems will require operational upgrades, and user needs
will expand greatly. We must be able to communicate quickly and
completely with these other components if we are to meet our
requirements.

Local Area Network for Headquarters, outbuildings and
new building.
REQUIREMENT:
In conjunction with the Office of Data Processing, examine
way to employ an LAN technology as the future means of
communications in Agency buildings. This endeavor should
culminate in the installation of such facilities in the
FY 87 - FY 89 timeframe.
This technology should be explored as a means to satisfy
Agency data communications requirements.

PFt UIRFPtENT: The communication support provided CRAP" must also include
sufficient capability to handle field installation and Headquarters
incoming and outgoing correspondence generated by the Field
Accounting portion of the CRAFT project. This is a software package
developed by Finance and used on the CRAFT equipment at all field
installations (foreign and domestic) Where CRAF" equipment will be
located.
o Sufficient communication capability for all field
installations to handle a volume of. three full pages of
outgoing (to Headquarters) data on a weekly basis, (one
partial page if transmitted on a daily basis) and fifty
(50) full pages of incoming financial data weekly (from
Headquarters).
o Provide communication link between ADP hardware and
communication equipment at Headquarters and WANG equipment
and communication equipment at all field installations in
order to eliminate manual process of getting data
transmitted.
o Provide facsimile communication link between all field
installations and Headquarters (both directions)
o Provide communication capability between Headquarters and
all field installations (both directions) for the use of
the wxr, PIC' (professional image computer which can
capture, process, and communicate images).
o Provide real time network between Headquarters and all
field installations (both directions).

REX2UIP N7r: Provide capability to support at least two hundred (200)
terminals, terminals accessing the main frame computer (i.e.
Delta Data or it's replacement). Also the necessary links to
and from laser printers, professional and mini-computers.
JUSTIFICATON: New.systems LIMS and ACIS will require terminals at each work
station in Compensation and MCD Divisions, in addition other
system enhancements and new systems will require that most
centrally located OF personnel will require a terminal at their
work station. In addition, other equipment will require
communication links in order to provide timely financial
information, this means down loading and up loading financial
data through the main frame computer.

TITLE: Consolidation of Agency Activities at Headquarters
REQUIREMENT: Consolidate Agency activities presently conducted
in scattered Government-owned and leased space to a new
centralized facility at the McLean site. Adjustments to all
types of communication links to outlying buildings to accom-
modate such a reconfiguration will be required. Provision of
.expanded services within the McLean compound is essential.
JUSTIFICATION: Operating efficiency of Agency components
affected will be enhanced. Many duplicated facilities will
be consolidated.

TITLE: Logistics Integrated Management System (LIMS)
REQUIREMENT: Provide necessary communications support to enable
Agency components in the Headquarters area, at domestic
facilities, and overseas to have on-line access to LIMS.
JUSTIFICATION: LIMS will be the vehicle used by Agency
components to obtain materiel and/or services from the Office
of Logistics. In addition to processing requests electroni-
cally, LIMS will also provide an electronic mail and a
graphics capability.

IMPACT OF LACK OF SERVICE ON OTHER PROGRAMS: Without terminals
in the Headquarters area, LIMS cannot be used by OL. Local
customers and those in the field will have to submit written
requests and lose the advantage of timely support available
through on-line interface with LIMS.

REQUIREMENT: The Central Depot is constructing a new 150,000
square-foot annex on the Depot compound, housing 50 employees.
The use of computer terminals and word processors is planned
for the new facility. Employees assigned to the facility
will require access to the Depot's Inventory Control System
(ICS) and to the CPU for its word processors.

TITLE: Media and Intelligence Dissemination Automated System
(MIDAS) to Printing and Photography (P&PD) Prepress
Data Link
REQUIREMENT: A data link from the Foreign Broadcast Information
Service (FBIS) MIDAS to the Printing and Photography Division
(P&PD) Electronic Prepress System is required in order to
support FBIS Daily Report publication.
JUSTIFICATION: It is anticipated that FBIS Daily Report produc-
tion, with full implementation of the MIDAS, will result in
600 typeset pages per day. P&PD cannot support this require-
ment without electronic communications from the MIDAS
to P&PD's proposed Digital Prepress
System.
TIME REQUIREMENT: FY 1986
IMPACT OF LACK OF SERVICE ON OTHER PROGRAMS: Failure to install.
the proposed communications link would require that the FBIS
Daily Reports continue to be typeset on photographic paper at
a cost of approximately $150 per day in materials plus 4-5
work hours. There would be an additional problem of meeting
the daily production deadlines because of the current manual
operation which is very labor intensive.

TITLE: Joint Publication Research Service (JPRS) to Printing
and Photography Division (P&PD) Prepress Data Link
REQUIREMENT: A data link from the proposed JPRS automated text
processing system to the P&PD Digital Prepress System is
required in order to support the printing of JPRS
publications.
JUSTIFICATION: JPRS is automating the text-processing functions
for the 55 publications it supports. These publications
contain an average of 1,1400 pages that are sent to P&PD for
printing every day. The electronic transmission of this data
will save work hours, decrease job throughput time, and
eliminate much of the current labor-intensive manual produc-
tion support to this requirement.
TIME REQUIREMENT: FY 1986
IMPACT OF LACK OF SERVICE ON OTHER PROGRAMS: Failure to install
the proposed communications link would require that the
current labor-intensive production process for JPRS continue
and that little, if any, improvements could be made in either
job quality or throughput times.

TITLE: Prepress Data Link
REQUIREMENT: P&PD's proposed Digital Prepress System will
require bisynchronous communications capability between
system components located in GJ56 Headquarters, P&P Building,
and DDI/OCPAS (located in 7G-28 Headquarters).
JUSTIFICATION: Full implementation of P&PD Digital Prepress
System relies on data communications capability between
dispersed system components. Operational requirements dic-
tate this dispersion of system components in separate rooms
and buildings.
TIME REQUIREMENT: FY 1986
IMPACT OF LACK OF SERVICE ON OTHER PROGRAMS: The elements of the
Digital Prepress System will continue to operate in a stand-
alone environment with magnetic media and hardcopy documents
hand carried between components. The overall impact of lack
of action on this requirement would be the use of large
amounts of personnel resources and inadequate support to the
Agency's finished intelligence production.

TITLE: P&PD Computer Graphics/Disspla & Tellagraf Interface
REQUIREMENT: Install a communcations line connecting P&PD's
computer graphics system with the ODP-supported VM/370
system.
JUSTIFICATION: In order to maximize the utility of P&PD's
Dicomedia computer graphics system, the Dicomed graphics COM
recorder, and the Disspla and Tellagraf software packages, it
is necessary to link the concerned systems.
TIME REQUIREMENT: FY 1986
IMPACT OF LACK OF SERVICE ON OTHER PROGRAMS: Failure to install
the requested link will hinder the anticipated utility of the
newly purchased Dicomed COM recorder by making it necessary
to output graphics generated utilizing Disspla and Tellagraf
on low quality plotters; or if high quality is needed,
magnetic tapes would have to be written and transported to
the COM device for output, thereby severely affecting job
turnaround times. A lack of adequate communications
capability would in general limit the intended usefulness of
a system for which considerable growth is anticipated.

TITLE: Computer Output Microfilm (COM) Data Link
REQUIREMENT: A bisynchronous communications link between the ODP
GC03 Buffing Center and the P&P Building to support Computer
Output Microfilm (COM) production requirements.
JUSTIFICATION: It is anticipated that because of space
constraints in the Headquarters Building, P&PD will relocate
its COM facility to the P&P Building in the mid to late 1980s
time frame. In order to provide adequate support for this
operation with a minimum of resources, a communications link
with ODP must be established.
TIME REQUIREMENT: 1988
IMPACT OF LACK OF SERVICE ON OTHER PROGRAMS: If P&PD relocates
its COM facility and there is no communications link to
Headquarters availble, it will result in less than adequate
service to the Agency's COM customers and will require large
amounts of personnel resources for transmitting and handling
magnetic tapes.

TITLE: ICADDS to Prepress Data Link
REQUIREMENT: A communications interface from DDI's proposed
Interactive Carto-Graphic Analysis, Design and Drafting
System (ICADDS),to P&PD's Digital Prepress System is required
to support the publication of maps generated on ICADDS.
JUSTIFICATION: The initiative for a joint DDI/DDA publication
network relies heavily on data communications. This link
will allow electronic file transmission from ICADDS to P&PD's
Digital Prepress System for the publication of graphics data.
TIME REQUIREMENT: FY 1986
IMPACT OF LACK OF SERVICE ON OTHER PROGRAMS: If this proposed
communications link was not established, a very important
portion of the DDI/DDA Automated Publishing Network could not
be interfaced. Therefore, a totally automated publication
system would not be possible and as a result, support to the
Agency finished intelligence production would be inadequate.

TITLE: Electronics Text Editing System (ETECS) to Computer
Output Microfilm (COM) communications link
REQUIREMENT: A communication line from P&PD's ETEC System, GJ-56
Headquarters, to the COM Center, GJ-4004 Headquarters, is
required to support micro-publishing of finished intelligence
documents.
JUSTIFICATION: P&PD must now manually produce microfiche of all
finished intelligence publications. This communications line
will allow the microfiche production of finished intelligence
in an automated manner and relieve P&PD of the manual, labor-
intensive operation now in effect.
TIME REQUIREMENT: FY 1986
IMPACT OF LACK OF SERVICE ON OTHER PROGRAMS: Microfiche produc-
tion of finished intelligence would continue in the manual
mode of operation. Dissemination/turnaround time of the
microfiche finished intelligence product cannot be improved.

TITLE: Data Communications Link from the Office of Development
and Engineering's (OD&E) Briefing Board Transmission.
System (BITS) to Printing and Photography Division's
(P&PD) Digital Prepress System
REQUIREMENT: There is a requirement to place real-time photo
intelligence/imagery into current intelligence publications
on a daily basis. The proposed BIT system will provide the
capability to transmit collected imagery to both the Office
of Current Production and Analytic Support, DDI, and P&PD so
that it may be included in current intelligence publications.
JUSTIFICATION: Faster, more complete intelligence production.

TITLE Secure Communications Network
REQUIREMENT:
OS has a req to securely transfer investigative data
between and among and Head-
quarters. In order to accomplish this, it is necessary for OS to
upgrade its communications equipment which will provide for
minimum data transfer rate of 1,200 bps (necessary to support
Wang WPS communications). secure voice, secure facsimile and a
"Wang to VM" link for office and Headquarters follow-
ing the initial installation.
JUSTIFICATION:
A secure communications network will greatly expedite
investigative actions and clearance processing.

IMPACT OF LACK OF SERVICE ON OTHER PROGRAMS:
Lack of a secure communications network will impede imple-
mentation of case processing facilities in the Security Infor-
mation Management System (SIMS) which is an on-line interactive
GIMS data base, and will continue to prolong investigative
actions/clearance processing time.

REQUIREMENT:
SRD has a planned requirement in this timeframe for
secure computer one-way terminal links to a number of "out-
side" Government Agencies, e.g., OPM, INNS, FBI. (Enhanced
service to on-going program similar to our DIS
link now planned for this December/January.)
Above facilities will greatly expedite the processing
of security clearance actions for both Applicant and Contrac-
tor employees and is in line with Senior Agency direction.

REQUIREMENT:
OS has a requirement for six telecommunication lines during
FY-1986 through FY-1990. This includes lines for four new
terminals as well as two Wang/VM interface connections.
OS requires the four new terminals in order to be able to
audit all major Agency ADP systems; two Wang/VM interface
connections will enable an out-building security component to
communicate electronically with OS's main office.
TIME REQUIREMENT: FY-1986 through FY-1 988
Lack of the four new terminal lines will prohibit OS from
being able to audit all Agency ADP systems; and lack of two
Wang/VM interface connections will cause OS's components to
transmit data only through courier channels.

SUBJECT; New Communications Services Requirements,
FY 1986 through FY 1990
1. The only existing requirement the Office of Training and
Education has for new communications services from FY 1986
through FY 9990 is the upgrade of both voice and data
communications
2. A response in the requested format is not being
submitted since the Office of Communications (OC) completed a
detailed survey and recommendation, which included cost
information, for (reference OCDN-M83-117 dated
8 March 1983). A decision will be made as to the extent of
adaptation of the OC recommendation. The result of this
decision will be included as a new initiative in OTE's FY 1986
budget program submission. The OC/Domestic Networks Division
will be advised of the result of the decision.
