The Executive Committee met on 31 August 1983 for a final review of the 1985 CIA Program and to discuss the Agency Executive Training Program. D/OTE, both of OTE, re presen o discuss the Executive Training Program. 1.985 Program 2 called the Executive Committee into session to review e Agency's strategy for submitting the 1985.program and to consider the distribution of employee positions in FY-84. He noted the recent Comptroller review of the impact of hypothetical cuts of 4, 8 and 12% Below DCI Guidance on the Agency's Program and indicated that. the Executive Committee needed to reconfirm itg decision at the June meeting to request 15 September 1983 3. Mr. Gates agreed that the Agency should stand with its original strategy until told how much to cut. By standing fast, a 4% cut, for example, might be acen from Over Guidance rather than from DCI Guidance. noted that if a 4% below DCI Guidance were imposed, t gency would have to reassess its entire program. Mr. Gates said that if a. cut is necessary, he would rather lose dollars than people; he was investing in rebuilding the Intelligence Directorate's staff. noted that in a 4% reduction the DO would los w, - r s of its initiatives, which would include a cut in the program. He agreed that the Agency should stand firm. was the consensus of the group that the program presented by the Comptroller (attached) would be adopted.
