As part of the recent tasking on Phase IV Long-Range Plan action items, this Office was directed to consider the organizational implications as well as the potential for improving the efficiency, effectiveness and timeliness of support to the Agency's mission. In that regard, I believe that those offices primarily engaged in applicant selection processing could gain valuable insight into the effectiveness of their respective programs through a collegial review of cases where an employee has been forced to resign for security, medical or personnel reasons. Currently, there is no formal apparatus dedicated to conducting post-mortem reviews and evaluating the resultant data which may well serve to validate or invalidate current procedures. 2. I also believe that there are more than enough proven failure cases to occupy the time and justify the efforts of such a body. From January 1982 through 1 June 1983, there have been a STAT total of cases presented to the Personnel Evaluation Board. In calen ar year 1982 there were= employees terminated on STAT security grounds and" more have been terminated in calendar STAT year 1983. These nu s are not insignificant, and I believe the time is now to begin a post-mortem program to see what lessons may be learned from the past and how we may improve in the future. With your approval, I will contact the Directors of Personnel and Medical Services, and solicit their cooperation in instituting this endeavor. ~}a~y E.
