D.C. 20505 14 April 1983 . MEMORANDUM FOR: Director, National Reconnaissance Office SUBJECT: NSSD-13 Studies 1. As you are aware, the President has.directed several studies to - support development of a National Space Strategy. These studies, as outlined in the Attachment, are both organizational and budget related, and primarily impact the National Foreign Intelligence Space Program through the National Reconnaissance Program. For these reasons, we request that you take the lead on behalf of the Intelligence Community to develop the required input in.terms of the following subjects: a. Realignment of Space Reconnaissance Organizations;* b. Shuttle Operations and Management; c. Survivability and Endurance; d. Basic Technology; and e. Alternate Space Program Strategies. In developing these inputs, you should ensure that the members of the Intelligence Community participate as required. You should use the DCI's Guidance for the National SIGINT Reconnaissance Program (FY 1984-1.994) and the 1982 COMIREX. paper on future imagery requirements as starting points for your studies. The results of your efforts on these subjects will be used by the Intelligence Community Staff to develop the overall DCI response to the NSSD- 13 study request. * This subject should-also include applicable portions of other space organizational subjects assigned to DoD and JCS, *i.e., DoD organization, Unified/Specified Space Command. The DCI respoe will be coordinated with ap1riate NFIP member agencies and submitted to the DDCI for approval prior to submission to the SIG(Space). However, those subjects that are assigned to both the DCI and DoD (Items a., c., and d.) may require special treatment. If it is possible to reach agreement in the limited time available, a joint submission will be made. 3. To allow time for final development and coordination, your-products should be available by 15 May 1983. Early drafts of the product should be made available as soon as they are developed, but not later than approximately the first of May. The ICS point of contact is the Deputy Director for Policy, Planning and Policy Staff. He will work with your staff to develop outlines of the products that will be provided, conduct informal reviews of the status of your activities, provide coordination of your product within the Community and with other agencies, and assist in providing any Community support you may need. 4. We look forward to a continuation of the close and productive working relationship that we have enjoyed on previous space policy matters.
