SUBJECT Federal Workforce Productivity Measurement
The President has stressed the importance of productivity
improvement and increased managerial efficiency in providing
better service to the public within the limits of available
funds. A major new effort, entitled "Reform 88," has been
launched under the direction of the Office of Management and
Budget to restructure the management and administrative systems of
the Federal Government into more efficient operations. The effort
to report Federal Government productivity growth is an important
demonstration of our concern for government efficiency.
The Federal Productivity Measurement System, which reflects-the
efforts of 455 organizations within 48 participating agencies, is
an important part of the process of monitoring our progress in
achieving productivity improvement. It can be useful for managing
programs, aiding in the budget process, allocating resources and
communicating innovative ways to improve operations. The analysis
of the data yields insights into productivity improvement efforts
which are the basic responsibility of all Federal agencies.
The Bureau of Labor Statistics has been responsible for the
collection of the data and providing the productivity indexes for
the past 10 years. This year Senator Percy of the Committee on
Governmental Affairs has requested that the Bureau collect and
process the 1982 data.
As in the past, the Bureau will provide technical assistance for
improving and developing productivity data. We will assist in the
direction and coordination of the data collection and return the
agency results to you for analysis. We appreciate your support of
this vital program.
