SUBJECT HQS Office Space Requirements for SAFE Early
Capability Development and Maintenance
Activities

1. PURPOSE AND SCOPE - This memorandum requests that
Headquarters office space be provided to support development and
maintenance of the CIA and DIA SAFE Early Capability systems which are
housed within the Northside (SAFE) Computer Center, Room GE-40.
2. BACKGROUND INFORh1ATION - The referenced memorandum
(attached) presented the history of our original request for office space in
Jurie 1981 and the subsequent actions that resulted in the allocation of
temporary space in Room GE-64. Room GE-64, however, is located within
the Northside Computer Center's Phase II construction area and must be
vacated in March 1983.
3. STAFF POSITION - Headquarters office space is required to
support development and maintenance activities of the CIA and DIA Early
Capability systems. Terminal connectivity to each system is required to
support these activities. However, terminal connectivity from external CIA
buildings to both systems is not currently provided or planned because. of
security concerns.
During March 1983, testing activities are scheduled for the CIA
Early Capability system leading to the initial operating capability on 28
March 1983. This testing activity will involve personnel from Chase,
Rosen and Wallace, Office of Central Reference, CSPO and
Processing/ODP. During March, April and May 1983, development and
testing activities are scheduled for the DIA Early Capability system. DIA
personnel will be involved in these activities in addition to the personnel
involved in the CIA system testing activities. Following the production
operation of the DIA initial operating capability on 30 May 1983,
maintenance support for the DIA system is planned. The office space
required will facilitate daily interactions between the responsible DIA and
CIA maintenance personnel.

4. REQUESTED ACTION - Approximately 2,000 square feet of
Headquarters office space is requested to support SAFE Early Capability
development, testing and maintenance activities. Failure to obtain this
space by 15 Ntarch will impact the testing activities required for the CIA
system and development, testing and maintenance activities required for
the DIA system and the production operating date for the DiA system, 30
May 1983.
