DD/A Registry LF3- S~S'O / 29 September 1983 MEMORANDUM FOR: Director, Office of Legislative Liaison ATTENTION: VIA: FROM: Deputy Director for Administration Acting Chief, Regulations Control Division SUBJECT: Release of Regulatory Issuances to Congressional Oversight Committees 1. Regulations Control Division advised all components with whom regulatory issuances are coordinated of the request of the Congressional oversight committees for a copy of the existing Agency headquarters and field regulations and all future revisions and additions. Objections or comments regarding release of the issuances were solicited from each component. 2. Most components were not overly upset with the release of the regulations for which they have primary responsibility, but expressed concern with the release of the entire set of regulations which govern the organization and functioning of the Agency. The Office of Communications and the Office of Finance expressed strong objections to release of regulations which reveal how and where we conduct activities. 3. The contents of field regulations are basically the same as the headquarters regulations with some detailed information not required by field installations extract 'd Also, there are only F ]field regulations, as opposed to headquarters regulatidns since not all re ulations are r i eauired ii However, as a means of protecting the field version contains cryptonyms and indicators which the Directorate of Operations, Science and Technology, Office of Personnel, and Office of Communications believe should be removed if release is to be made.
