Casey Director Central Intelligence Agency Washington, D.C. 20505 Dear Mr. Casey: Gib -The enclosed order entered by the district court in Williams v. United States, No. 80-5368 (C.D. Cal. filed Dec..3, 1980), requires the Department of Justice to report by October 7, 1983, on the progress of agencies in promulgating regulations for the implementation of section 504 of the Rehabilitation Act_ of,1973, as amended, 29 U.S.C. ?794, in federally conducted p?~'ograms and activi- ties. In Williams plaintiffs seek an injunction requiring agencies to issue regulations implementing the 1978 amendment to section 504, Pub. L. No. 95-602, ?119, 92 Stat. 2982, which extended the statute's prohibition of discrimination on the basis of handicap to the Federal government itself. On April 15, 1983, we. submitted to you a prototype regulation designed as a model to use to the extent you choose in developing a proposed section 504 regulation for your agency's programs and activities. In order to enable us to report accurately to the court on the status of your rulemaking, please submit an affidavit to us describing your progress for inclusion in the status report. Affidavits should be hand-delivered to Stewart B. Uneglia, Chief, Coordination and Review Section, Civil Rights Division, 320 1st Street, N.W., Room 854, 724-2222, on or before September 26, 1983.
