1. Thank you for your interest in the upcoming European Chiefs of
Station Conference and your acceptance of EUR's invitation to address it on
the subject of Agency Personnel Administration-Problems and Prospects.
2. You are scheduled to be the opening speaker at the conference
session on Wednesday, 5 October, between 0900-0930 and we anticipate
a stimulating presentation on Agency personnel matters. In addition, you
will participate in a roundtable discussion on CT Recruitment from
1015-1145. During the 1 1/2 hours allotted to this important topic, each
roundtable participant will have an opportunity to speak for 10
uninterrupted minutes on his view of the most pressing recruitment issues.
I know the COS's would like to reserve a significant portion of the
discussion time for their own comments and questions as they are highly
interested in the CT Program. Other panelists include D/OP, DD/OS, C/CMS
and C/CMS/CT.
3. I would also like to invite you to join the COS's, outside guests
and me for lunch in the EDR at 1215 on Monday, 3 October. We would be
pleased if you would serve as host of your table.
