SUBJECT: The ANEL Meeting on the Soviet ICBM Program --

1. Pursuant to USIB action on 2 May 1962 (USII3 M 212), the
Panel will be convened on 4+, 5 and 6 June 1962 in Room 6F33, CIA
Headquarters Building, Langley, Virginia. Attached hereto are:
(a) the Agenda for the Panel meetings as approved by GMAIC
on 8 May 1962; (b) a set of Specific Questions for the Panel's
consideration also approved by GMAIC; (c) the proposed purposes and
scope of the Panel's activities as approved by USI}3 on 2 May 1962; and
(d) some general information.
2. The Agenda and the set of Specific Questions are designed to
focus the Panel's attention on the critical aspects of the Soviet ICBM
program; all briefers and other participants are encouraged to carefully
review those items and direct their presentations and remarks toward
providing the pertinent data and analyses pertaining thereto.
3. Col. Earl McFarland, Chairman of GMAIC (Phone: Code 11 X-71770),
and the undersigned (Phone: Code 14+3 x-6961), will provide direct support
to the panel. We will be glad to answer any questions or clarify
any points contained in the four attachments.
